When I log in to my ftp the only file showing on the server side is /incomming. There is no public html or images or anything and the /incomming directory is empty.

Are you logging in to your ftp with the same details as your cpanel?

Try creating a new ftp root account in cPanel.

also what your describing doesnt sound like our directory structure.

The incoming folder is definitely an indication that you are logged in as an anonymous user and not as the one in the cPanel. Log in as that account and it should all work flawlessly.
